Stung and puzzled by the defeat of a ballot initiative to borrow $450 million for stem cell research, leading Democrats in New Jersey struggled on Wednesday to explain why they were repudiated by voters.

In a stunning defeat for Gov. Jon S. Corzine, voters rejected a ballot measure that would have permitted the state to borrow $450 million for stem cell research.

On a day in which the entire State Legislature is up for re-election, New Jersey voters will consider whether to allow the state to borrow money for stem cell research and the preservation of open spaces.

A New Jersey appeals court ruled unanimously that a $450 million stem cell research initiative should not be removed from the Nov. 6 ballot.
